Whispikets are able to steer hurricanes by guiding them from the eye of the storm, and Eto assigns Kamen as the navigator with MO, a rookie Whispiket, volunteering to pilot the storm. As they attempt to direct the hurricane, MO’s mistakes cause chaos—his erratic piloting revs up the winds too high, damaging human structures.
